Reduction Roadmap – The Denmark Embodied Carbon Story and Learnings for Part Z

The Reduction Roadmap has played a pivotal role in shaping Denmark’s legislation on embodied carbon within the construction sector. Initiated in 2022 by architectural firms CEBRA and EFFEKT, along with consulting engineers Artelia, the Reduction Roadmap was developed as a science-based framework to translate global climate targets into actionable, industry-specific carbon reduction goals.

The initiative garnered support from over 630 organisations, including architectural firms, municipalities, research institutes, and NGOs. This collective backing amplified the call for stricter regulatory measures on embodied carbon in construction. Find out more at: reductionroadmap.dk.

Influencing Legislation: The concerted efforts of the Reduction Roadmap and its supporters contributed to Denmark’s decision to implement embodied carbon limits in building regulations. Starting in 2023, Denmark introduced a cap of 12 kg CO₂e/m²/year for new buildings over 1,000 m², with plans to tighten this limit to 7.1 kg CO₂e/m²/year by July 2025.

Part Z is a proposed amendment to the UK Building Regulations that aims to regulate and reduce embodied carbon emissions in construction. It has received strong support from across the UK construction industry and is seen as a key step toward decarbonising the built environment.
